Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"However, until we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with more limited success.
