The United Kingdom and France to Deploy Troops to the Country should a Peace Deal is Agreed

The British and French governments have inked a memorandum of understanding concerning the stationing of armed personnel in Ukraine should a peace agreement be concluded with Russia, the UK Prime Minister, Keir Starmer, has declared.

Following discussions with Ukraine's allies in Paris, he indicated that the two nations would "create defense centers in various parts of Ukraine and build fortified structures for arms and defense matériel" to discourage any subsequent incursion.

The coalition members also suggested that the America would play the primary role in verifying a truce.

Moscow has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not commented on this new declaration.

Background and Ongoing Conflict

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russian forces presently occupies about 20% of the country's land.

"This is a vital part of our pledge to stand with Ukraine for the long-term," remarked Starmer.

Heads of state and high-ranking officials from the "Partner Group" were involved in Tuesday's talks.

Speaking at a combined announcement, Starmer further said: "It paves the way for the legal framework under which allied and coalition forces could function on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the future."

The PM added that London would take part in any Washington-directed monitoring of a possible truce.

Protection Pledges and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "long-term security guarantees and robust economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a central condition made by Ukraine.

Witkoff noted the partner nations had "mostly completed" their work on establishing such assurances "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, US President Donald Trump's representative, also participated in the discussions.

At the same time, President Macron Emmanuel Macron declared that Ukraine's allies had made "significant advances" at the meeting.

He said that "strong" security guarantees for Kyiv had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "major step forward" had been made in the talks, but qualified that he would only view efforts to be "sufficient" if they culminated in the conclusion of the conflict.

Last week, Zelensky suggested a peace agreement was "90% ready". Settling the remaining 10% would "decide the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of key disagreements for the parties involved.
  • The Russian President has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any middle ground over how to conclude the war.

Moscow currently holds approximately 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of the Donbas.

The earlier US-led 28-point proposal that was extensively reported to the media last year was viewed by Kyiv and its EU supporters as being disproportionately favorable in Russia's direction.
