British and Scottish Authorities Disagree Over Footing the £24.5 million Bill for Donald Trump and Vance Trips

The UK government is being called upon to "take responsibility" and reimburse the £24.5m expense incurred during the recent visits by former President Trump and Vice-President Vance to Scotland, according to a top Scottish minister.

Substantial Estimated Expenses Revealed

Preliminary costs totalling almost £24.5m for the pair of working visits have been made public by the administration in Edinburgh.

Public Finance Minister McKee described the Westminster's unwillingness to offer financial support as "absurd," stating that both trips were obviously official, noting that the American leader held meetings with European Union chief Ursula von der Leyen and British PM Keir Starmer during his July stay in Scotland.

Particulars of the Trips and Related Security Expenses

The former president visited his golf courses at Turnberry and Menie in Aberdeenshire over a five-day period in July, while American VP JD Vance spent approximately four days in Ayrshire in late summer.

In a formal letter to the Treasury’s chief secretary Chief Secretary Murray, Scotland’s finance secretary stated that the trips placed "substantial operational and financial burdens on public services in Scotland, particularly the Scottish police force."

The Scottish government estimates that the estimated expense for securing the presidential visit alone was £21m, which involved maximum daily assignments of more than 4,000 officers, while costs for the VP's visit were about £3m.

Large-Scale Security Mission

This complex security mission was the biggest in the country since the death of the late Queen in 2022, and included local officers, national divisions, special constables and officers from across the UK for expert assistance.

Robison stated: "After your decision not to offer financial support to the Scottish government for costs incurred in relation to the visit of Donald Trump to Scotland in July 2025 and the subsequent visit of VP Vance, I am writing you to ask that you review this stance and provide full reimbursement for the cost of the visits."

Westminster Response and Past Precedent

The UK government maintained that the trips were personal and "not official UK government business." A spokesperson commented: "Holyrood are responsible for security expenses in Scotland as per agreed funding agreements for devolved matters."

While Robison pointed to previous precedent where the UK government covered the cost of the president's 2018 trip to Scotland, it is understood that trip followed a official invitation from Westminster, in which case it covered protection expenses under its funding guidelines.

"Westminster needs to step up and cover the cost. I think it’s unreasonable, it was obviously a official trip … Particularly when you have the prime minister Sir Keir meeting with the president, having press conferences with them, conducting international business with them, its really hard to believe to say this was merely a personal vacation."
